What can the Federal Government do according to the Constitution?

1. Collect taxes

2. Borrow money

3. Regulate commerce among states & with other countries

4. Regulate naturalization & bankruptcies

5. Coin money & Fix weights and standards

6. Punish counterfeiters

7. Establish post offices & post roads

9. Create federal courts

10. Punish pirates

11. Declare war

12. Raise an army, provide a navy & regulate them.

13. Call up & organize the militia

14. Make laws for Washington DC

This list is in Article 1 sections 8 & 9. According to the 10th Amendment, everything else is to be done by the States or the people.
