Two 15th District police officers who ignored a father's pleas for help and drove away from a Frankford apartment where a 24-year-old woman was found strangled and set on fire a short time later will be disciplined but not fired (July 2005). http://www.philly.com/mld/inquirer/news/local/12089906.htm

Police bomb row home killing 11 occupants, including 5 children (May 1985).

 

The Philadelphia Police Department (PPD) is the 2nd largest in the country with 6,200 officers.

If the Libertarian Party ran the City of Philadelphia, we would abolish the Philadelphia Police Department and sell its assets. We would encourage local neighborhood associations to make contracts  with security organizations.

Suppose for example you live in Mount Airey. We would hope that Mount Airey residents would form a neighborhood association and then hire a company to provide protection and detection. If the quality of its service was poor or it overcharged, the company would lose its business. Organizations would compare the quality of one security firm's work with another and make impartial recommendations (like the Consumer Association does today for products).

Aren't you more likely to get better service if: companies compete for your area's business, are upfront about the price and if the service is local?

Honest, competent PPD officers would be better off by a) having a chance to start up their own security firms or b) being able to choose from several competing potential employers.
